BVC instruments that do not meet the requirements of the Certification Standard in the certification year may receive eligibility under an exemption for previously contracted instruments if they:
Were originally contracted for purchase within the three years prior to the certification year (e.g., 2023-2025 for the 2026 certification year)
Met the requirements of the Certification Standard during the year in which they were contracted for purchase
