Orders must have services or products assigned to them in order to appear on the route or pick sheets. If there are no services or products assigned to an order, it will not appear in the route or pick sheets regardless of state.
How can I see quotes in the route or pick sheets?
You can view orders that are in the "quote" state by filtering the route/pick sheet by pressing the filter button:
