You can set a customer as tax-exempt by entering a tax exemption number under the Pricing Options section within the customer's profile page.  Once the exemption number has been saved, the customer will be tax-exempt from the selected tax rate.  If you have multiple Tax Rates, you will be able to choose which tax rate to exempt them from!
