This feature allows carriers to attach documents onto their bid.

In TOPS Control Tower, the shipper can see and download the documents of the carrier.

Note: the document will not yet be transferred to the transport order yet. This will be added in a later version.

This API can be used by external systems such as TA, to place bids.

This tells the external system until what time the carrier can edit/delete his bid.
