If you are an Admin, you see all Pods.

If you are a user, you only see your own or those in your Team.

When you create a Pod, you have the option to add it to a Team. If you do this, members of that Team will be able to see it.

You can check your settings on the left hand menu tab and manage User Permissions and Teams there.
