In the Office 365 security portal:
From the left side panel, select
Policies & Rules
> Threat Policies
>Anti-Spam
> Anti-Spam Outbound Policy(Default)
>Edit Protection Settings
>Restriction placed on users who reach the sending limit
>Drop down the setting and select “No action, alert only”.
Save the policy changes.
