Rowan prosecution automates the generation of Office action shells and other documents and tools that improve efficiency and effectiveness in responding to Office actions.

Launching Rowan Prosecution

In your Google Chrome browser, navigate to: 

[firm domain].turbopatent.us/officeaction/shell/

Note: the "firm domain" is typically the same as your email domain — between the @ and the .com

Sign in using your Rowan credentials (email and password) if needed.

Enter the application number (for published applications only) or drop the Office action (Word docx or PDF) as provided from the USPTO into the Office action upload box to get started.

If you entered an application number, verify that Rowan prosecution is accessing the most recent Office action. If so, click “Yes”.

Rowan prosecution will fetch, OCR, and analyze the Office action for examiner remarks, and will pull bibliographic information from PAIR. 

Review Bibliographic Information


Rowan prosecution processes the Office action and presents the bibliographic information. Check the information for completeness and edit if necessary. 

Note: Rowan prosecution does not have access to Private PAIR by default. For unpublished matters, Rowan prosecution will not fill in some bibliographic fields such as Title and customer number.

Then click “Review issues” or the right arrow.

Review Issue Statements

Rowan prosecution automatically identifies the examiner’s issues that will be inserted in the shell. Simply scroll through examiner remarks on the screen to verify the highlighted issues.  Or click on each issue in the Issue overview panel on the left to scroll directly to that issue.

Add Issue

Rowan prosecution does its best to identify issues. But sometimes, examiners use unusual rejection language that Rowan prosecution has not seen before.

In this case, you can add an issue by highlighting the issue statement and clicking the “Add new issue” button in the left panel below the issue summary. 

Rowan prosecution will automatically identify the issue type. Use the issue type pulldown menu if you need to change it.   

Then click "Add".  

Remove or Modify an Issue

To remove or modify an existing issue, click the red gear icon next to that issue, select remove issue or modify and follow the prompts. When modifying an issue, be sure to select all of the text that represents the issue statement.

Cited Art Panel

The Review Issue tab also contains a Cited Art Panel on the right.

Rowan prosecution identifies and lists the prior art the examiner referenced as part of a 102/103 issue statement.  If you don't wish to have PDFs of that prior art included in the Rowan prosecution package, uncheck the boxes.   

Rowan prosecution also identifies other art the examiner references in the Office action.  To have PDFs of those included in the Rowan prosecution package, check the boxes.

Add Claims

Rowan prosecution automatically “rolls over” the claims to prepare them for the response and possible amendments. It updates the status indicators and cleans any markup.

Drag and drop a Microsoft Word file with the most recent claims into the file upload box. The claims can be a stand-alone document or part of the previous Office action response. Rowan prosecution will pull just the claims out of the prior response.

Fetch Claims

It's best practice to use the Word (docx) document that was used to write the prior claim set. 

However, if you do not have a set of claims in Word — for instance, it's a transfer case—  click “Help” below the upload box.

For published cases, Rowan prosecution can fetch the most recent claims from PAIR and convert it to a Word document. For unpublished cases, you can retrieve the PDF from Private PAIR drop it onto Rowan prosecution.  

Rowan prosecution uses a very advanced OCR tuned for amended claims to generate the Word document from the PDF image.  However, no OCR is 100% accurate 100% of the time. 

You will want to download the Word document and review it for accuracy before dropping it back onto Rowan prosecution.  You can also download a copy of the claims as PDF to use as a reference.

Select a Template

Rowan prosecution comes with default templates, but can be configured to output into custom Word templates* as well.  (Rowan Prosecution Custom Template Capabilities)

Select the appropriate template and click “Generate Shell”. 

Rowan Prosecution Package of Documents and Tools

Rowan prosecution processes the package of materials and presents a list of the files that have been zipped up and downloaded to your system, typically into your downloads folder (unless you've changed your browser's default setting).

The Rowan prosecution package can include:

  • Cited art bundle with both annotated and clean versions of the art (PDFs)
  • OCRd version of the Office action (PDF)
