You can change the way your character looks at Whipper Snippers, in the Marketplace section of the student district!

You can see its location in this picture:

You can buy new clothes at Threads, also located at the Marketplace. After buying new clothes, open the Inventory window (by clicking on the box icon on the top-left corner or pressing the"I" key) and go to the Wardrobe tab - you can put your new outfit on over there.
