Can I receive free or low-cost breast and cervical screening in Texas?
Yes! Texas offers free or low-cost breast and cervical cancer screening and diagnostic services through the Breast & Cervical Cancer Services (BCCS) program, administered by the Texas Health and Human Services Commission via the Healthy Texas Women program.
What services are offered?
Under BCCS, eligible residents may receive:
Screening services:
Clinical breast exam
Screening mammogram
Pelvic exam and Pap smear
HPV testing (where applicable)
Diagnostic / follow-up services (if screening results are abnormal):
Diagnostic mammogram
Breast ultrasound
Breast biopsy
Colposcopy, LEEP, cervical biopsy, cryotherapy, etc., for cervical abnormalities
Patient navigation, case management, and help applying for Medicaid for Breast and Cervical Cancer (MBCC)
If a woman is diagnosed with breast or cervical cancer and meets criteria, she may qualify for Medicaid for Breast and Cervical Cancer (MBCC), which provides full Medicaid benefits, including cancer treatment.
Who is eligible?
To qualify for the BCCS program in Texas, you generally need to meet all of the following criteria:
Residence: Live in Texas
Age: At least 18 years old
Insurance status: Uninsured or underinsured (i.e. you do not have coverage that fully pays for the screenings)
Income: Your household income must typically be at or below 200% of the Federal Poverty Level (FPL).

Note: The monthly family income limit in this table is a guideline and not used for program determination. A BCCS clinic can help you with your application to see if you qualify.
Other: For MBCC eligibility (after diagnosis), additional conditions apply, such as being ages 18–64, being a U.S. citizen or eligible immigrant, and not having insurance that covers treatment.
How do I apply or schedule services?
Find a BCCS provider near you. Use the “Find a Doctor / Find a BCCS Provider” tool on the Healthy Texas Women website.
Call 2-1-1 for assistance in locating a provider or to ask eligibility questions.
At the provider site, you will fill out an application when you go in for your appointment.
If you are diagnosed, the provider can help you apply for MBCC for treatment coverage.
