This is either due to Google not having conclusive data to estimate the search volume, or that the search volume for those keywords is so low that it's rounded down to 0. The latter could be the case if you use very niche keywords or for example using a different language than the locality you’re tracking. E.g. tracking Swedish words for the UK search engine.
