When I try to upload from Premiere Pro the uploading status never changes from "Initializing".

There can be two reasons for this:

AME (Adobe Media Encoder) has some unfinished renders to complete and will need to finish the previous jobs before starting on the new one that's been setup by the Panel.
You might not have AME installed, head on over to Adobe to install it. Just follow this link.
