What happens if a creator accepts my key but does not make content /a video

Creators have a quota of 3 keys they can take from Woovit, before they have to deliver a video. Once they deliver a video, the quota renews. But there is no specific consequence for not making a particular video.

We chose this method to strike a balance between just giving away keys to people who might not intend to make a video and letting creators explore content they're not sure of. 

If we see a creator churn out a lousy video to just renew their quota, they are flagged and prevented from taking further codes. 

Creators that take a code from a Whitelist don't have their remaining available codes number reduced. Publishers can incentivize exploring new material further by checking the "This campaign does not require any deliveries. It will not count against creators' Woovit offer quota." box on their campaign creation.

We think this is the right ecosystem of incentives but always looking for feedback.
