Yes, you can make any form that is make any form optional, excluding any form that is required by law for employment (i.e., Form I-9, W,4, or W9).
Making a form optional can be done when the form is being created or can be edited to be optional after it has been created.

First, click into the “Onboarding” screen from the Navigation bar at the top of the screen.
Once there, you will go to the sidebar on the left side of the screen and select “Forms”.
On the forms page, you can either select an existing form or create a new form. The ability to make the form optional will be the same in both cases.

First, click “New Form” at the top of the page.
Once in the new form, fill out the important information and sections.
Once done with filling out the form name, body, etc., scroll down to the section titled Submissions.

Once the form is complete, click 'Submit', and your form will be built or updated, and it will be optional.
You can confirm that the form is optional via the forms overview. You will see there is a column for Optional? If there is a check mark in that column for that form has been made optional successfully.
