Any Admin or User can follow a project, even if they are not the project owner or assigned to tasks.
Watchers will be notified when:
A project has a change in ownership
The project status changes
Files or proofs are uploaded to the project
New comments are made in the activity feed
To watch a project, open the project and click the "eye" icon next to the project name. The eye will turn blue to indicate that you are watching the project.
