An agency account is an account that’s going to be shared by a freelancing team. So any group or small company that does freelance work - like a publishing house, an advertising agency, or a law firm, for example - should register as an agency. Any freelancer who is working alone, acts as their own boss, and completes their projects by themselves is not an agency.

(That means that a client may be speaking to more than one user as the project progresses.)
