An Okta policy is a group of configuration settings applied to specific Okta groups. It works like a template β you define the configuration once and apply it consistently to one or multiple groups.

How Okta evaluates policies
Okta evaluates policies in priority order, starting from the top. Rules within each policy are also evaluated in priority order. As soon as a policy and one of its rules match the user's current conditions, that policy and rule are applied β no further policies or rules are evaluated.
Default policies
Every policy type includes a built-in default policy that is always last in priority, with a default rule that is always its last rule. These cannot be deleted. They exist to ensure a policy can always be applied even if no other conditions match.
