Display immediately after Checkout but before the Thank You Page.

Thank You Page Upsells
Appear on the Thank You Page, which displays after the post-purchase page. This page may also be referred to as the Order Status or Order Confirmation page.
Payment information is not saved at this point, since checkout has already been completed. Customers must re-enter their payment details and complete checkout again to accept the offer.
Thank You Page upsells can be configured in one of two ways:
Merged with the original order – the upsell is combined with the initial purchase into a single order.
Created as a separate order – the upsell generates a second order that is distinct from the original.
When configured as a separate order, if the customer abandons the second checkout, the upsell order remains in Draft status.
