We sent out 200 invitations for the CAB; have 54 responses. Should we start multiple CABs so people don’t feel like we let EVERYONE in, or should we push people out?

That’s an amazing response rate! You should segment your invite list to have multiple CABs. It lets you potentially take on a large number of CAB members, while maintaining scarcity within each segment.
