We want to redesign our app (UI only, for now). What would you recommend? Get a UI designer on contract to redesign it or get a long-term UX person?

Use a theme - https://themes.getbootstrap.com/https://themeforest.net/item/dashforge-responsive-admin-dashboard-template/23725961 Some examples: will save you thousands of $ and time. When you want to switch to your own in-house design (and have the time/money to do so) then hire a FT UX/UI person.
But if you are still talking to customers, you would be dealing more with user experience and information architecture rather than colors, typo, etc.
This is going to be an iterative process as you learn from customers. You may take a look at Steve Schoger book and blog. He gives good recommendations on how to design good UIs.
