This is likely due to a blank subheading in the text. Can you try searching for any blank lines in this chapter, particularly any that look slightly larger than normal?
When you find one, you'll need to either remove that line, or remove the subheading formatting from that line. Once that is done, the blank line will be removed from your TOC as well.
