At this time, whoever initially creates or uploads the document will retain ownership, and unfortunately, ownership cannot be transferred or shared between accounts. This means only the original owner will have access to formatting features.
While ownership transfers and more flexible roles are planned for the full Collaboration release, these features are not yet available in the current beta.
