When you create a JobOpp, you combine one or more contractors with any number of Deliverables that you'd like them to work on. When one of those contractors agrees to do the work, you can create a Job for them from within the JobOpp itself, and assign them any of those Deliverables. To so, click on "job" button next to the contractor on the JobOpp screen, and follow the instructions found here.
