The filter of the Consent Manager needs to be activated so the plugin can control the loading of external content based on user consent.
You can find this setting under Site administration > Plugins > Filters > Manage filters.
How to activate the filter
Open the list of all available filters.
Look for Consent Manager.
In the column "Active?", set the filter to "On".
Important: If the filter is not activated, the functionality of the Consent Manager plugin cannot be used.
