If your program isn't showing up in your library as assigned or unassigned it may have been completed. To see completed programs in your library click on the box next to "complete" when in your library under the program tab.

Once a program is completed it cannot be edited or assigned to an athlete. In order to reassign this program you will need to clone it. The clone of this program will then show up in your library as an unassigned program.
