On the final step of placing an order you can choose whether to send feedback to the unsuccessful suppliers.

You can choose whether to send the email to the supplier or not by checking the tick box.
Add Reason and Additional Detail
If you choose to send the feedback, the email will include a reason and additional detail. These fields are both configurable. Each reason has a different type of detail you can give.
