First, select "Create Account".

Then select "User" for the account type.

Once you've selected the account type, you will be prompted to fill out the information needed and choose settings for that user.

Note: If you have a lot of users you need to create, consider using the "Batch Import" feature which you can find in the upper-right corner of that screen.
