Case: a deal in V2 was marked completed, the project was submitted, and then it was later cancelled after that point, but a sales rep wants to use that same deal to create a new proposal for the customer. Since it is cancelled, they are unable to select or create a proposal.
The quickest way around this would be to create a new deal for the customer.
