To enable/turn on your webcam and microphone simply click on the video icon on the address bar

And select the option 'Always allow' and hit 'Done'

Please keep in mind that if you enable your webcam, you won't be seen by other students (unless the instructor calls on you), but the instructor will be able to see you at all times.
