Make sure that...
You are on a Gluu Pro or Enterprise plan.
Your Gluu account is connected to your company's AD.
You have a Gluu role as "Account owner" (the one who can change main settings)
How to make the Office 365 connection available to all users
Go to 'Manage Account' > 'Apps & integrations'
Turn on the ones you want to use.
They are now available to your users.
