What is PPN ?

In 2019, the UK became the first major economy to adopt a legal commitment to achieve ‘Net Zero’ carbon emissions by 2050.

The Procurement Policy Note (PPN) 06/21 sets out how suppliers’ Carbon Reduction Plans and commitment to Net Zero can be taken into account in the procurement of in-scope central Government contracts (subject to the Public Contracts Regulations 2015 and contracts in excess of £5 million per annum).

What are the requirements ?

  • Publicly commit to achieve Net Zero by 2050 (mandatory)

  • Publish a Carbon Reduction Plan (CRP) on public UK website (mandatory). This should include:

    • Total Scope 1 / Total Scope 2 / Total Scope 3 GHG emissions for baseline year and for reporting year.

    • GHG emissions for "Upstream transportation and distribution" GHG Protocol category

    • GHG emissions for "Waste generated in operations" GHG Protocol category

    • GHG emissions for "Business travel" GHG Protocol category

    • GHG emissions for "Employee commuting" GHG Protocol category

    • GHG emissions for "Downstream transportation and distribution" GHG Protocol

    • category

    It is good practice to keep previous Carbon Reduction Plans on your website so that your progress can be monitored. If you do not have a website, you must provide a copy of the statement in writing to anyone who requests one within 30 days.

    Your Carbon Reduction Plan should clearly state that board of directors (or equivalent management body) approval has been given with the date of approval.

  • Indicate the environmental management measures that the supplier has already done and will be able to apply when performing the contract (optional)
