Pendle’s BNG level is set at 10%.
The NPPF states: "applicants are encouraged to consider biodiversity net gain early in the development process and factor it into site selection and design. Where appropriate, they should discuss the biodiversity net gain requirements for their development upfront with the relevant local planning authority utilising any pre-application advice services offered by them. This could help establish whether development proposals would be subject to biodiversity net gain and, if they are, enable feedback on the proposed strategy for achieving the biodiversity gain objective and consideration of the Biodiversity Gain Hierarchy to inform the design of the proposals"

Specific Requirements
Specific BNG Requirements are set out in Policy 1.2 of the BNG Guidance.
1.2 Most new developments will now be required to enhance or create natural habitats to ensure that development contributes to nature’s recovery. New developments must consider habitats and provide a minimum of 10% measurable net gain on the pre-development value. All qualifying planning applications will need to consider BNG from their very earliest stages, at site selection stages, and in design.
A new Local Plan is currently being developed.
Strategic Significance
Specific BNG Requirements are set out in Policy 2.25 of the BNG Guidance.
2.25 Strategic Significance is a score based on whether the location of the development or the habitats present/created have been identified as significant for nature. This is used to incentivise the avoidance of development within areas of high significance for nature, or, to incentivise the off set of impacts to areas of high significance for nature.
