Yes. On any plan, including Starter, you can charge by country using an Everywhere fee with a 'storefront country' condition. It applies automatically across your online store, checkout, headless storefronts, POS, and draft orders, with no confirm-location pop-up. Everywhere fees can also target a state or province, but only from the billing address the customer enters at checkout, so the fee appears partway through checkout rather than on the cart page. If you need to target the state or province an order ships to, use the location-based fee flow.
