Yes. With Make an Offer, you can accept donations by letting customers submit an offer for any amount on a product. Set your donation product price to $0 and enable offers above the product price. This way, customers can enter any amount they want to donate.
Make an Offer cannot automatically accept offers of $0 on products priced at $0. These offers will always require manual review.
