Questions from meeting

  • USACE, the gravel that is on my property, there is still indentation under the gravel which was part of the house. Who’s responsible for the top soil on the gravel?

    USACE is not responsible for replacing the top soil.

  • With all the agencies working together, I didn’t see Hawaiian Electric on there. Who’s in charge to cut the power? By zone?
    We are in conversation with HECO for plans of power shut off. Any shut off will take place in phases in the operation which they will join us in the EOC. Emergency operations center.

  • Is there a specific to who is going to be impacted as far as properties taken, land swaps, etc? Do we know now who might be impacted?

    We do not have any plans other than the Aki St. property. Until we decide which of the routes to go with, any other areas, if there’s a decision to be made, it will be made with the respective land owner.

  • DOH, ground water wells, have they been drilled or when they might be drilled?

    They’ve been drilled but not sampled yet.

  • Can you give a general overview - anything that spiked above any threshold?

    All testing resulted in nothing above a dangerous threshold.

  • FEMA, being a group of individuals that are not eligible for FEMA housing, have something on their police record. Because of that, they go back to a life of crime etc, what is the state and FEMA doing for those who are not eligible?

    The first thing I would consider is to look at all of the other non-profit organizations that offer support. 211 for support.

  • Public works, I haven’t heard any evac routes for the Baker streets.

    We have not addressed these since there the highway and bypass is accessible from those areas.

  • You mentioned a Bill at the beginning and we want more information on it.

    Bill 2919 will regulate TVR’s.

  • How do we plan evac routes when some of us are planning to build back bigger to house more family and friends? How do we bring HECO/MECO to talk about power lines?

    We really need a secondary road and bypass.

  • Public works, we’re undergoing a rebuild, 2 big projects - watershed and drain plan. They have been on the table for a long time and wondering what the status is.

    The watershed is a proposed flood mitigation project through the open fields connecting above Puamana. It is still in progress, got delayed but they are redoing hydraulic studies to reevaluate. The Lahaina drainage master plans didnt’ get a lot of funding support so we did not move forward with that. EPA is helping us develop that plan and other strategies so we can have a fresh plan to see which of these projects to move forward with.

  • Is the County interested in a mass survey to alleviate the burden for residents?

    We cannot do a mass property surveyor because it is a legal process to set those pins. It is not advised for the County to get involved in this process to draw up construction plans for each individual property.

  • There’s some miscommunication about, is the survey plan needed to get a permit?

    We’re going to be in the hole anywhere from 10-$30,000, it’s a big up-front cost for the underinsured except for the STR owners.

  • Update on the pool?

    Parks has been invited and will give an update soon.

  • What are the services for 211, and why its beneficial?

    People call 211 and then are screened to make sure they are in need of services. Once verified, we assign them a disaster case manager who stay with them until their needs are met. Anyone who needs help with mental health care, rebuilding, child care, etc. It is a state program that is funded by many agencies.

Suggestions

  • Kilauea Mauka, evacuation route suggestion: they should make this road from Kilauea Mauka, concrete slab and put lanes coming out in emergencies.

  • When you open Lahainaluna on the first, there are a lot of family members who lost family members and we are asking to close that road during the one year mark.
