As the admin, you can view and download a copy of the Terms & Conditions that bidders agreed to. In the admin panel, go to the Users: Users tab, and click on the User# to view their profile.

On this page you'll see the following menu options:

Auction T&C History
BIdder T&C History

Each of these pages will show the date & time stamp of when the bidder agreed and the 3dot Actions menu will give you the ability to download each set of Terms this specific bidder had agreed to.
