In the Admin: Auction: Invoices tab

The far right column on the Invoices page has the 3 dot Action Menu. Click that and then select, 'Manage Custom Fees'.

Here you can create a one-time fee (such as a Shipping fee). This fee can be taxable.

The 'Fee Name' that you input will be printed onto the invoice along side the amount.
