The challenges
Inside Syria: While some US sanctions have been eased, local banks are still under pressure. Years of isolation, outdated infrastructure, and compliance gaps mean that they are not yet ready to reconnect fully with the global financial system.
Internationally: Correspondent banks — the institutions that link local banks to the world — remain cautious. Even with certain sanctions lifted, other restrictions and “de-risking” concerns still block payment channels.
The progress
Ongoing discussions with regulators, banks, and policymakers in Syria, the US, the UK, and beyond.
Engagement with international banks to build trust and demonstrate a safe, compliant way to serve Syrians.
Banking partners are updating policies and systems in preparation for future access.
What’s next
While the path forward is still uncertain, important groundwork has been laid. We remain hopeful that next year could bring meaningful progress toward reopening access for Syrians.
