This article outlines how to send a LocalReferrals request to a Contact from LocalContacts:
Navigate to the LocalContacts tab from the Navigation Bar
Click into a specific Contact by clicking their Name
Click "Actions" in the top right corner and select "Invite to LocalReferrals"
A modal will appear with the Contact's email address populated, click "Send Invite"
