Peak Strength always suggests the weight of a single dumbbell or kettlebell, never the combined total of two.
Some exercises call for a dumbbell in each hand, others for a single dumbbell. You can tell the difference by the "EACH" label on the Weight Suggestion:
If you see "EACH" after the weight, hold that weight in each hand.
If there is no "EACH" label, the suggestion is for the single dumbbell you're holding.
For example: if the Weight Suggestion for DB Bench Press shows "40 POUNDS EACH," use two 40 lb dumbbells — not two 20 lb dumbbells that add up to 40 lbs.
The same rule applies to kettlebell exercises.
