The most possible reason for a declined top-up is that you have reached your card’s limits
Keep in mind that upon activation, the prepaid card has one top-up (max. 150EUR).
If you have used this top-up, you should proceed with submitting your documentations for limit increase.
Make sure that you have not reached your weekly or monthly limits.
