Sales Navigator import unlocks when that sender has Sales Navigator and the sender is Active.
Owner or admin opens the sender, opens Details, and ticks Sales Navigator when that LinkedIn account includes the product. Then open Contacts → Add contacts and choose LinkedIn import. Sales Navigator (Leads) stays locked until both are true.
Cards that only need any Active sender say "Connect an active LinkedIn sender to unlock". Recruiter is a separate Details tick.
