SUMMARY: Requires prospective foster parents to prove they have the capacity to affirm and support foster youth who are struggling with their gender identity and gives the State Department of Social Services the ability to exclude people from becoming foster parents if they are not supportive or willing to be supportive of gender confused youth.
STATUS: PASSED in CA Senate and Assembly and SIGNED by the Governor.
