First off, we know this can be frustrating. We sincerely apologize for the inconvenience.
When you add apps to the "Excluded Apps" list, they’ll only be excluded from "Screen Time" tracking. But they will still be blocked with the different types of "Blocks" you have set up. Ex: "Time Limit", "Time of Day", "All Day (Limited Unblocks)" and "Challenges".
Steps to troubleshoot:
Excluded apps can still be blocked by Roots if they’re part of an active block. If you don’t want them to be blocked, go to "Roots > Blocking" and remove those apps from your active blocks.
If the apps are being blocked in "Challenges" you will have to remove them from there too.
