As part of a recent update, Scorecards can now be assigned to all Groups within your instance, instead of being limited to a single Group.

This can be applied to existing Scorecards and newly created Scorecards by selecting "All Groups" from the Group associated dropdown within the Edit Scorecard page.

A Scorecard assigned to All Groups can be used to score any Employee on the platform. The data for your score will still be recorded under the single Group that was initially selected as part of the scoring process, however.
