It's expected that the Onboarding LED turns off.

As a security feature, your hotspot is discoverable for onboarding for the first 5 minutes after it boots up. After that, the Onboarding Enabled LED will turn off.

The Onboarding Enabled LED will continue to turn on and turn off within 5 minutes even after you’ve onboarded your hotspot.
