If you're having issues downloading sound packs please try opening the standalone version of OCTANE and downloading the sound packs through there.
You can usually find the standalone here:
macOS - /Applications/OCTANE/OCTANE.app
Windows - C:\Program Files\OCTANE\OCTANE.exe
Windows(32-bit) - C:\Program Files(x86)\OCTANE\OCTANE.exe
