When working with file downloads, it's just easier to add some text that directs the learner to the link to download the file.

So in the content of the page just a text to say "please download file below", and add the reference link e.g. {5}.

Add your link for the file and the learner will now be able to download the file.

Step 1 -

Copy the link to the file from the Resource folder

Step 2 -
Select Add Links on the page and paste the link

Step 3 -

Give the file a meaningful and descriptive name as the learner the link automatically become the file name and select Save.

Step 4 -

When you save the page the reference number will now become the linked file name to download.
