HRA: Can I submit a medical expense claim that is larger than my monthly allowance

This article is for employees participating in a QSEHRA or ICHRA through Take Command who want to understand how large medical expense claims are reimbursed.

Written by Support

You can submit a medical expense claim that is larger than your monthly HRA allowance, but you will only be reimbursed up to your available HRA balance based on your employer's plan rules and available funds.

Can I submit a claim that exceeds my monthly allowance?

Yes. There is no requirement that a medical expense claim match your monthly allowance amount.

For example:

  • Your monthly allowance is $300

  • You incur a qualified medical expense of $1,000

  • You submit the full $1,000 expense

The claim can be submitted for review even though it exceeds your monthly allowance.

How much will I be reimbursed?

You can only be reimbursed up to your available HRA balance.

The reimbursement amount depends on:

  • Your monthly allowance

  • Any accumulated or available balance under your plan

  • Your employer's rollover rules

  • The amount of the eligible expense

Approval of the expense does not automatically mean the full claim amount will be reimbursed immediately.

What happens if my claim is larger than my available balance?

If your approved expense exceeds your available HRA balance:

  • You will receive reimbursement for the amount currently available

  • The remaining approved balance may be reimbursed later if your plan allows future reimbursements

  • Future reimbursements are limited by your ongoing allowance accruals and plan rules

Example:

  • Approved expense: $1,000

  • Available HRA balance: $300

You would receive up to $300 initially. The remaining amount may be reimbursed later if your plan permits and sufficient funds become available.

Does my employer's rollover policy matter?

Yes. Employers can design their HRA differently.

Some plans allow unused funds to carry forward, while others do not.

If rollover is permitted:

  • Unused allowance amounts may accumulate over time

  • Larger claims may be reimbursed from previously accumulated funds

If rollover is not permitted:

  • Reimbursements are generally limited to currently available allowance amounts

Your employer's plan design determines how balances are handled.

What types of expenses can be submitted?

You may submit any expense that is eligible under your HRA plan.

Depending on your employer's setup, this may include:

  • Health insurance premiums

  • Doctor visits

  • Prescription medications

  • Dental expenses

  • Vision expenses

  • Other IRS-qualified medical expenses

The expense must still meet your plan's eligibility requirements.

Will the claim stay on file if it is not fully reimbursed?

In many cases, approved expenses remain available for future reimbursement until the eligible amount is fully reimbursed or the plan rules no longer allow reimbursement.

However:

  • Reimbursement timing depends on your employer's HRA design

  • Plan-year limits may apply

  • Termination or loss of eligibility may affect future reimbursement availability

Can I submit multiple large claims?

Yes. You may submit multiple eligible claims throughout the year.

Each claim is evaluated based on:

  • Eligibility of the expense

  • Available HRA balance

  • Remaining plan-year allowance

  • Employer plan rules

There is no requirement to wait until funds accumulate before submitting an eligible expense.

What does NOT happen when a claim exceeds my allowance?

Submitting a large claim does NOT:

  • Increase your monthly allowance

  • Accelerate future allowance accruals

  • Create an advance payment from your employer

  • Guarantee immediate reimbursement of the entire claim amount

Reimbursements remain subject to available HRA funds and plan rules.
