Per the EFTPS website, "The Electronic Federal Tax Payment System (EFTPS) is a free service from the U.S. Department of the Treasury. All federal taxes can be paid using EFTPS."
However, Toast Payroll files your company's federal taxes on your behalf.
Does Toast Payroll need the EFTPS letter for the PIN and enrollment status?
