If you want managers to approve all service charges, you need to ensure that managers have the 1.10 Add/Update Service Charges permission and that other employees (servers) do not have that permission.

Anyone without the 1.10 Add/Update Service Charges will need approval from a user with the correct permissions.
​
This setting applies to all service charges. At this time, it's not possible to require manager approval for a specific service charge.
​
Toast does not have a way to verify or locate who approved the security charge or gratuity on a check. This is currently a feature request.
